Ben Carroll has been sworn in as the new premier of Victoria, just four months out from the state election. His first act as leader was to announce a royal commission into alleged corruption in the construction sector, signaling a major shift in Labor politics.
Who Is Ben Carroll?
Carroll, previously the transport infrastructure minister, was unanimously endorsed by the Labor caucus after Jacinta Allan withdrew her candidacy and resigned. He declared, “I’m not Daniel Andrews, I’m not Jacinta Allan,” promising that “change starts today.”

Key Developments in the Leadership Transition
The transition comes amid a turbulent period for Victorian Labor. Allan had planned to contest the leadership ballot but stepped down unexpectedly. Gabrielle Williams secured the deputy leadership role, ensuring continuity in transport and infrastructure portfolios.
Royal Commission into Construction Corruption
Carroll’s immediate priority is a royal commission investigating allegations of corruption in the building and construction industry. This sector has been plagued by scandals involving union misconduct, bribery, and safety violations. The commission will have broad powers to subpoena witnesses and compel documents.
| Policy Area | Previous Approach | Carroll’s Stance |
|---|---|---|
| Construction regulation | Task force reviews | Full royal commission |
| Industrial relations | Close union ties | Independent oversight |
| Transport investment | Major projects ongoing | Continued with enhanced probity |
