Andy Burnham's black box cabinet plans have sent Westminster into a state of near hysterical paranoia, as power becomes concentrated in the hands of a tiny number of individuals. The secrecy surrounding his appointments is unprecedented in British politics, leaving even senior Labour MPs in the dark.
What Is the Black Box in Burnham's Cabinet?
The term "black box" refers to the inner circle of Andy Burnham, his close confidante Louise Haigh, and his new chief of staff James Purnell. This triumvirate holds absolute control over cabinet roles, with no external input from rival leadership candidates or senior party figures.

How Power Is Concentrated
Never before has such authority been wielded by so few. MPs outside the black box can only hear rumors and make educated guesses, but they have no certainty. Even Burnham's closest staffers and parliamentary friends are excluded from key decisions.
| Aspect | Black Box Inner Circle | Outer Circle MPs |
|---|---|---|
| Decision-making power | Absolute | None |
| Access to information | Full | Limited to rumors |
| Influence on appointments | Complete | Zero |
Why Westminster Is in Hysteria
The lack of transparency has triggered widespread anxiety. Wes Streeting, who recently thought he could be prime minister, joked about retirement planning at a summer event. Key soft-left figures like Angela Rayner, Ed Miliband, and Lucy Powell face uncertain futures, unsure if they will get the roles they covet.
Key Takeaways from Burnham's Strategy
- Unprecedented secrecy in British political history
- Power concentrated in a tiny triumvirate
- Senior MPs left powerless and paranoid
- Similar strategy used during Burnham's byelection campaign
- No leverage for rival leadership candidates
