The Simon Levy case exposes a disturbing truth: the justice system repeatedly fails vulnerable women, especially those in sex work. Levy, a registered sex offender, received a whole life tariff for murdering Carmenza Valencia-Trujillo and Sheryl Wilkins, but his crimes were enabled by a culture that devalues these victims.
The Simon Levy Case: A Pattern of Predation
Levy targeted women involved in prostitution because he believed he could act with impunity. His history of sexual offending dates back to 2018, yet he remained free to kill. This case is not an isolated incident but a symptom of a broader systemic failure.

Campaigners and victims' families have long argued that police and prosecutors treat violence against sex workers with less urgency. The sentencing remarks noted Levy's deliberate selection of vulnerable victims, but the underlying question remains: why did he assume he could get away with it?
Why the Justice System Overlooks Violence Against Sex Workers
Decades of stigma and discrimination have led to a justice system that often blames the victim. Sex workers face barriers to reporting crimes, and when they do, their cases are frequently deprioritized. This creates a dangerous environment where predators like Levy thrive.
- Underreporting: Many sex workers avoid police due to fear of arrest or mistreatment.
- Bias in investigations: Cases involving sex workers are less likely to be solved or prosecuted.
- Lack of support services: Victims often have nowhere to turn for help.
- Societal indifference: The public and media rarely highlight these crimes.
Data and Statistics on Violence Against Sex Workers
Research shows that sex workers face disproportionately high rates of violence. The following table compares key indicators between sex workers and the general population:
| Indicator | Sex Workers | General Population |
|---|---|---|
| Lifetime prevalence of violence | 70-80% | 30-40% |
| Homicide rate (per 100,000) | 204 | 2.9 |
| Reporting rate to police | Less than 20% | 40-50% |
These numbers reveal a crisis that is systematically ignored. The Simon Levy case is a stark reminder that without change, more women will die.
What Needs to Change
To address this failure, the justice system must adopt a victim-centered approach. This includes training police on sex work issues, decriminalizing sex work, and ensuring that all violence is treated with equal seriousness.
Additionally, support services for sex workers must be funded and accessible. Public awareness campaigns can help reduce stigma and encourage reporting. The Simon Levy case should be a catalyst for reform, not just a tragic headline.
