The climate adaptation gap is widening across the UK, and Andy Burnham must act fast to prevent a derailment doom loop that threatens public health, national security, and economic stability. Recent unprecedented heatwaves may have killed thousands, while children suffer in overheating schools and NHS trusts strain under record-breaking demand. This is the reality of a society built for a climate that no longer exists.
Understanding the Adaptation Gap
The adaptation gap is the difference between the climate society is built for and the one that exists. For years, government climate-risk advisers have warned of this yawning gap, yet political consequences have been minimal. However, evidence suggests this is changing—but not in the way many hoped.

Spain’s Valencia floods in October 2024 illustrate the danger. Climate breakdown supercharged the disaster, yet the climate-denying Vox party capitalized on the aftermath, using misinformation to weaponize public anger. While Spain invests heavily in renewables, its adaptation record remains poor.
UK Climate Risks: Heatwaves, Floods, and Food Security
In the UK, persistent flooding in poorly adapted Wales has been followed by a rise in Reform UK support. Reform’s lead spokesperson for Wales denied the flooding was linked to climate breakdown, calling such claims a “red herring.” This political dynamic is dangerous.
Three of Britain’s five worst harvests have come since 2020, impairing food security. The chances of a 40°C heatwave before 2040 were assessed at 0.02% in 2021—yet it happened the very next year. Andy Burnham must prioritize adaptation to avoid a doom loop of escalating disasters and political backlash.
Comparison: UK vs. Spain Climate Adaptation Efforts
| Country | Renewable Investment | Adaptation Record | Political Fallout |
|---|---|---|---|
| UK | Moderate | Poor (flood defenses, heatwave planning) | Rise of Reform UK |
| Spain | High (renewables leader) | Poor (Valencia floods) | Vox party gains |
