King Charles and Prince William face a potential £10m energy upgrade bill for their royal estates as new EPC regulations loom. The government's plan to require all rental properties to achieve an Energy Performance Certificate (EPC) rating of C by 2030 could force the monarchy to invest heavily in insulation, heating systems, and other efficiency measures across hundreds of homes on the Duchy of Cornwall, Duchy of Lancaster, and Sandringham estate.
What Are the New EPC Rules?
EPC ratings measure a property's energy efficiency on a scale from A (most efficient) to G (least efficient). Introduced in 2007, these certificates help estimate running costs and environmental impact. Under the proposed 2030 standard, landlords must upgrade properties to at least a C rating, up from the current minimum of E. This change aims to reduce carbon emissions and lift households out of fuel poverty, but it places a significant financial burden on property owners.

The Royal Estates' Current EPC Ratings
A Guardian investigation revealed that nearly 90% of domestic properties on the three royal estates have EPC ratings of D or lower. This means they are poorly insulated and expensive to heat compared to the national average, where just over half of rental properties fall below C. The table below illustrates the scale of the challenge:
| Estate | Properties with EPC D or lower | Estimated Upgrade Cost |
|---|---|---|
| Duchy of Cornwall | ~85% | £3-4 million |
| Duchy of Lancaster | ~90% | £3-4 million |
| Sandringham Estate | ~88% | £2-3 million |
Costs and Penalties for Non-Compliance
Upgrading each property could cost up to £10,000, and failure to comply by 2030 would result in fines of £30,000 per home. For the royal estates, this translates to a total bill of up to £10 million. While both Charles and William have been vocal advocates for environmental causes, critics argue that their own properties must meet the same standards they promote publicly.
Key Takeaways
- New EPC rules require all rental properties to reach a C rating by 2030.
- Royal estates have a high proportion of low-rated properties, necessitating major upgrades.
- Estimated costs range from £10,000 per property, with fines up to £30,000 for non-compliance.
- The government claims these measures could lift 500,000 households out of fuel poverty.
- Landlords across the UK face similar challenges, not just the monarchy.
FAQ
What is an EPC rating?
An Energy Performance Certificate (EPC) rates a property's energy efficiency from A to G, with A being the most efficient. It provides an estimate of energy costs and carbon emissions.
Why are the royal estates affected?
The Duchy of Cornwall, Duchy of Lancaster, and Sandringham estate contain many rental properties with EPC ratings below C. The new 2030 requirement would force upgrades to meet the standard.
What penalties apply for non-compliance?
Landlords who fail to upgrade properties to EPC C by 2030 could face fines of up to £30,000 per property, in addition to the cost of necessary improvements.
As the deadline approaches, all landlords—including the monarchy—must prioritize energy efficiency. The royal estates' situation highlights the broader challenge facing the UK's rental sector. With proper planning and investment, these upgrades can reduce bills, lower emissions, and create warmer homes for tenants.
