Russia Forced to Import Gasoline After Ukrainian Strikes 2026

Russia is now importing gasoline after Ukrainian strikes on its refineries, a government confirmation reveals. This marks a dramatic reversal for a country that was once a major fuel exporter, as the ongoing war disrupts its domestic processing capabilities and forces reliance on foreign supply.

Why Russia is Importing Gasoline

The confirmation came from Deputy Prime Minister Alexander Novak, who acknowledged that imports have begun without specifying volumes or sources. Ukrainian military campaigns have targeted Russian refineries and fuel depots, causing significant damage and reducing output. As a result, Russia has been compelled to seek gasoline from abroad, including from India, Belarus, and Kazakhstan.

Impact of Ukrainian Strikes

Ukrainian strikes have been highly effective, leading to fuel shortages across Russia and in illegally occupied Crimea. The attacks have disrupted refining operations, forcing Russia to prioritize limited supplies. This has led to restrictions at fuel stations, with state-owned Rosneft limiting petrol purchases to 30 liters per customer nationwide.

Fuel Shortages and Restrictions

Moscow fuel stations have reimposed purchasing limits, and industry data indicates that at least two more gasoline cargoes from India are expected to arrive within two weeks. The situation underscores the vulnerability of Russia's energy infrastructure and the strategic impact of Ukraine's military response.

Imports from India and Neighbors

An Oman-flagged tanker recently unloaded about 68,000 tonnes of gasoline at Russia's Arctic port of Vitino, after a ship-to-ship transfer from a vessel loaded at India's Vadinar port. India, a major buyer of Russian crude oil, is now supplying refined products back to Russia—a reversal that highlights the toll of war on Russia's processing capabilities. Additionally, rail imports from Belarus and Kazakhstan are being arranged, and Russia has banned fuel exports to stabilize its domestic market.

Global Energy Market Implications

This development has significant implications for global energy markets. Russia's reliance on imports signals a weakening of its energy self-sufficiency, potentially affecting global supply dynamics. The situation also demonstrates how sanctions and military actions can reshape trade flows, with India playing a dual role as both a buyer of Russian oil and a supplier of refined products.
